Section I: Summary
This Dual Admission and General Transfer Agreement is made by and between Onondaga Community College, 4585 West Seneca Turnpike, Syracuse, NY 13215, and Keuka College, 141 Central Avenue, Keuka Park, NY 14478, for the purposes of:
- Advancing the educational mission of each institution;
- Supporting student associate degree holders to transfer from Onondaga Community College to Keuka College as juniors with no more than four semesters of full-time study remaining to bachelor’s degree completion; and,
- Improving lives and livelihoods through the attainment of meaningful educational credentials.
Students selected for the Dual Admission Program must be matriculated students at Onondaga Community College and maintain continuous enrollment at Onondaga Community College. Further, Dual Admission students will, upon completion of the prescribed sequence of courses leading to an associate degree from Onondaga Community College, continue their studies at Keuka College within a year of graduating from OCC with the understanding that they may complete all requirements in a parallel baccalaureate degree program in four semesters of full-time study at Keuka College’s on-campus site or via the adult hybrid or online models – see Appendix 1 for more detail. This commitment assumes the completion of the required credit hours, attainment of the required grade point average (GPA), and satisfaction of required pre-requisite courses.
Section II: Student Selection
The Office of Admissions at Onondaga Community College will be responsible for the selection of candidates for admission to this Dual Admission Program among applicants who meet the entrance requirements for the appropriate associate degree program at Onondaga Community College.
Students may apply for entrance to the Dual Admission Program when they submit their applications for admission to Onondaga Community College or at any time during their first year or the completion of up to 30 credits at Onondaga Community College.
Ordinarily, students selected for the Dual Admission Program will be first-time students at Onondaga Community College with no prior college matriculation. However, at the discretion of Onondaga Community College, students with prior college experience may be admitted into the Dual Admission Program; such candidates are urged to meet with an advisor to map out their program of study in advance so as to ensure optimal application of prior completed credits. Candidates selected for the program will receive a letter of admission from the director of admissions at Keuka College, establishing their eligibility to matriculate in a corresponding baccalaureate program upon completion of degree requirements at Onondaga Community College.
Students not in the Dual Admission Program may apply directly to Keuka College through the general admission process. Keuka College will participate in reverse transfer of credits to Onondaga Community College via the Postsecondary Data Partnership maintained by the National Student Clearinghouse for students who transfer to Keuka College with prior Onondaga Community College credits but without an associate degree.
Section III: Associate and Baccalaureate Degree Programs
Students accepted to specific programs of study at Onondaga Community College are eligible to enroll in this Dual Admission Program. Such students may select any Keuka College major designated as parallel to their chosen major at Onondaga Community College. A list of Onondaga Community College’s major programs and corresponding Keuka College programs are listed in Appendix 2. With few exceptions, students who wish to change their majors upon enrolling at Keuka College may do so after their first semester at Keuka College and with the understanding that they may need more than four additional full-time semesters to earn their baccalaureate degree.
Section IV: Entrance Requirements
The admission requirements and general education requirements for the baccalaureate program at Keuka College will be those in effect at the time of the student’s application for admission to Onondaga Community College. Major program requirements for the bachelor’s degree also will be those in effect at the time the student is admitted to the Dual Admission Program, except where a program change is required to be implemented immediately by an accrediting body. Should an immediate program change be required of Keuka College by an accrediting body, Keuka College will notify Onondaga Community College as soon as reasonably practicable under the circumstances so that appropriate action may be taken consistent with Onondaga Community College’s shared governance systems, program registration requirements, and accreditation to attempt to realign program requirements between the institutions.
Major program requirements for students who transfer to Keuka College through general admission will be those in effect at the time of Keuka College matriculation.
At no time will Onondaga Community College students be expected to meet a higher grade point average than that required of internal students at Keuka College.
Section V: Housing
Onondaga Community College students who desire to study and live on-campus will be guaranteed on-campus housing at Keuka College during all four semesters at Keuka College.
Section VI: Student Academic Advisement
Onondaga Community College will assume responsibility for coordinating advisement of students who enroll in this Dual Admission Program. The degree audit system and transfer course equivalency table between Onondaga Community College and Keuka College will be used as the mechanism for communicating degree requirements to students. Equivalencies will be reviewed annually by September 1 of each year, and appropriate revisions will be made prospectively with the next matriculating cohort of Dual Admission students as each institution adds, deletes, or changes course offerings.
Staff members from Keuka College will provide special orientation/advisement for Dual Admission students. Whenever possible, Keuka College will provide on-site support to Onondaga Community College students.
In addition, Keuka College agrees to provide a training session for the faculty and staff at Onondaga Community College who will be involved in consulting with and advising students enrolled in the Dual Admission Program.
Section VII: Application Requirements
Onondaga Community College students interested in the Dual Admission Program are not required to file an application for admission to Keuka College. However, Dual Admission students who anticipate enrolling at Keuka College under this Agreement must file an Intent to Enroll form with the office of admissions at Keuka College during the last semester prior to matriculation at Keuka College.
For the summer and fall terms, the Intent to Enroll form must be on file by February 1st; for the spring term the form must be on file by October 1st.
Keuka College will be responsible for sending the Intent to Enroll form to all eligible students prior to their final semester of study at Onondaga Community College. Keuka College also will communicate with Onondaga Community College’s designated point of contact for each Dual Admissions degree to ensure that key information is shared and reinforced with students.
A tuition deposit will not be required of participants who have filed the Intent to Enroll form by the designated date. However, students who wish to reside in campus residence halls will be required to submit a $100 housing deposit by June 1st for the fall semester and will be billed for the spring semester at the time of spring registration.
Section VIII: Information Sharing
Consistent with 34 CFR 99.34, Onondaga Community College will provide Keuka College with periodic reports concerning the progress of students seeking to enroll at Keuka College pursuant to this Dual Admission Agreement, as well as students who indicate their interest to enroll at Keuka College via regular transfer processes. The purpose of this information sharing is to allow officials at each college to monitor the flow of students through their programs. Student data will be provided to the Enrollment Counselor at Keuka College at the time of the student’s admission into the program so that literature and other relevant information can be sent to students while they are attending Onondaga Community College. Further, Onondaga Community College will provide relevant information to assist Keuka College with the tracking of students as they progress through the program.
Students’ official transcripts, including verified copies of original transcripts from all previous colleges, will be sent to Keuka College upon request from the Enrollment Counselor. The student will provide an official final transcript upon completion of the courses for the Associate Degree at Onondaga Community College.
Keuka College will provide Onondaga Community College with periodic reports on the academic progress of the students who subsequently matriculate at Keuka College for purposes of institutional research and assessment.
Keuka College will also provide periodic reports to Onondaga Community College of students who were previously Onondaga Community College students but did not complete their associate degree to support conferral of an associate degree through reverse transfer of Keuka College credits, where applicable.
Section IX: Time Frame and Provisions for Program Review
All students currently enrolled at Onondaga Community College and those admitted to begin their studies at Onondaga Community College from Fall 2018 to Spring 2020 are eligible to be considered for this dual program, together with students admitted in future semesters.

Appendix 1: Keuka College Degree Program Requirements for Transfer Students
General Education Requirements for Transfers with an Associate Degree (A.A. or A.S.)
- Unless otherwise indicated in Appendix 2, transfer students who have completed the course sequence reflected in the applicable Course Equivalency Chart (Appendix 3.) will be deemed to have satisfied the general education requirements at Keuka College.
- Unless otherwise indicated in Appendix 2, students who have completed the course sequence reflected in the applicable Course Equivalency Chart (Appendix 3.) will enter Keuka College with junior standing, meaning that their bachelor’s degree can be completed in four additional semesters of successful full-time study.
Graduation Requirements
- Students must meet the Keuka College residency requirement of 30 credit hours.
- Students must have earned a minimum of 120 credits.
General Guidelines
Students transferring to Keuka College before completing their associate degree (A.A., A.S, or A.A.S.) will have their transfer credits evaluated using the same equivalencies outlined in the Course Equivalency Tables.
Appendix 2: Listing of Parallel Programs
The following table contains bachelor’s degree programs at Keuka College delivered in our hybrid format and the corresponding eligible transfer programs at Onondaga Community College. Actual equivalency forms are available upon request from the Keuka College Provost’s office and from the student’s School of enrollment at Onondaga Community College.
